In building these structures the builder has excavated the land so that now the difference in elevation between my lot and the building lot is as much as two feet. My fencing and retaining wall have lost lateral support and I am experiencing the consequences to my retaining wall and fencing. It is now holding standing water after any rain, and retains the water longer than even the water on the street. The area is so wet, green algae grows on it. The soil is very soft and gives to weight as your foot sinks down.
