Description: barking dog/ tied to a tree in back yard _________________________________________ Arrived 11:26 am I arrived at the location and walked in front of the home, I could not hear any barking coming from this location. Complainant met with me and gave me access to his back yard which is directly behind the home where the dog is. The dog was tied to a tree and appeared to be digging holes. Not barking at the time. The complainant stated that he hears the dog crying and never sees food or water. Advised him that he should contact the owner regarding his concerns, but the barking was not excessive or unreasonably loud. Invalid at this time. As I was leaving the area I was approached by two individuals who stated they were the owners of the dog and lived at the location. They state their neighbor is harassing them and they called PD, PD responded. Educated them on the noise ordinance and advised that the harassment issue is a Police matter.
